Story Requirements and Main Quest Prerequisites
To access the Phantom Liberty expansion during a standard playthrough, you must first progress through the main story of Cyberpunk 2077 until Act 2. Specifically, you need to complete the entire Voodoo Boys questline in Pacifica, which concludes with the mission Transmission. Shortly after finishing this quest, you will receive a mysterious phone call from Songbird, initiating the expansion content.
If you have already progressed past this point on an older save file, Songbird should contact you almost immediately upon loading into the game. Make sure your base game is updated to the latest version to ensure the expansion content triggers properly. Once the call ends, a new objective marker will guide you directly toward the gated entrance of Dogtown.
Starting directly from the Main Menu
